How do you put a nation on the world map ? For centuries , citizenship is achieved by spilling blood on the battlefield or wandering agreeing with diplomats in rooms filled with cigarette smoke . But , the new states are faced only half of the story : be known on the world stage it has not only deals with the rights to vote in the United Nations , but to win against internet giants such as Google or Facebook .

Digital diplomacy where diplomats engage with citizens , allies , rivals even online , to debate and to develop policies to respond to events , is a relatively new concept - and one of those traditional structures often rewritten once the authorities of the hierarchy . The United States was one of the first countries that participated in this idea : the art of online government began during Hillary Clinton as Secretary of State , by Alec Ross ( her senior adviser for innovation ) and Jared Cohen ( member of its staff of Policy Planning ) . According to the Brookings Institution , State Department diplomats now has over 150 full-time digital . Britain and other EU countries have followed this example . And , even Iran has President Hassan Rouhani on Twitter .
